Changes: converted source filter syntax into Chrome DNR literal domain/path
rules, removed dead/broad/sender-specific entries, and added synthetic local
quality probes and vendor labels.

All fixture URLs use synthetic opaque tokens. Mailshade does not intentionally
send benchmark probes to the third-party hosts named in the catalog.

Peter Lowe's ad server list
Mailshade Shield includes a transformed, tracker-excluded (`notrackers=1`)
snapshot of Peter Lowe's manually reviewed ad-server domain list.

Changes: sorted and pinned the domain set, excluded tracker-labelled entries,
and converted each domain into network-only Chrome DNR rules scoped to an
explicitly enabled webmail initiator. Main-frame navigation is not blocked.
